• Sell GoodNotes sticker books where the buyer taps to add stickers into their planner.
• Offer pre-cropped PNGs of your stickers as part of the pack so they can be used in different apps.

That is still an end product because you have turned the clipart into finished stickers sized, arranged, and themed for a specific purpose.

Where it becomes risky

The line is crossed when your sticker pack is basically just a shortcut to our original clipart. For example:

• A sticker pack that is literally called “100 clipart PNGs,” marketed as graphics that other creators can reuse in their own products.
• A GoodNotes file that exposes hundreds of raw elements with no layout, text, or structure – simply a “WondersArtist graphics library” for others to design with.

Those would be treated as graphics packs, which are not allowed.
